XIX International Festival of student films "PiterKiT"

The XIX International Student Film Festival "PeterKiT" (hereinafter - the festival) is held in order to increase the professional level of future cinematographers of Russia and the world;

The status of the festival is international on the basis of the criterion for classifying film festivals as international film festivals approved by the order of the Government of the Russian Federation dated February 2, 2019 No. 78;

Films of national and foreign production or films produced in accordance with international treaties of the Russian Federation together with film producers who are foreign citizens, stateless persons, and foreign legal entities can take part in the festival program;

To evaluate the competition program of the festival, a jury is formed, formed by the Organizing Committee, of leading Russian and foreign cultural and art workers;

The XIX International Student Film Festival "PeterKiT" is held in St. Petersburg on the territory of the Russian Federation.

The organizers

The festival is organized and held by the Federal State Budgetary Educational Institution of Higher Education "St. Petersburg State Institute of Cinema and Television" (hereinafter referred to as SPbGIKiT) with the support of the Ministry of Culture of the Russian Federation, the Legislative Assembly of St. Petersburg, the Government of St. Petersburg and the Leningrad Region.
The President of the Festival is Evmenov Alexander Dmitrievich - rector of SPbGIKiT.
For the organization of the Festival is created the Organizing Committee.
 

Festival program

The festival is held from 14 to 19 November 2019. in St. Petersburg in the framework of the St. Petersburg International Cultural Forum.

The festival program includes:

  • holding the opening and closing ceremonies of the festival;
  • competitive screenings of fiction, documentary, television and animated Russian and foreign films;
  • script competition;
  • workshops and creative meetings with leading filmmakers;
  • showing theatrical works of creative universities of St. Petersburg;
  • conferences and round tables on the development of modern cinema.

Prizes and diplomas of the festival

According to the results of the meetings, the jury awarded prizes in the following nominations:

  1. The Grand Prix.
  2. Prize for the best film of the St. Petersburg School of Cinematography.
  3. Prize for the best documentary.
  4. Prize for the best fiction film.
  5. Prize for the best animated film.
  6. Prize for the best TV movie.
  7. Prize for Best Director.
  8. Prize for best cinematography
  9. Prize for the best sound engineering.
  10. Prize to the best producer.
  11. Prize for the best foreign film.
  12. Screenwriting Jury Prize for the best screenplay.

Special prizes:

  • Prize for the best debut of the name of the founder of the festival Viktor Semenyuk;
  • Special prize to them. E.A. Rozovskogo "White Sun" is awarded by the Department of Operator Art.

Diplomas in special nominations:

  • For the best acting debut
  • The best film, according to viewers

The jury also has the right to award individual competitive films and scripts with diplomas.

Conditions of participation of films in the competition program

The collection of applications is carried out through the registration form on the site www.piterkit.ru (the application form is presented in Appendix No. 1).
The festival takes part in fiction, documentary, television, animated short films shot as part of the educational process by students of professional film schools created during the 2017-2019 academic years.

Films announced at the festival should not contain propaganda of violence, national, racial and religious intolerance, an insult to the moral feelings of a person.

Films claimed for the festival should not contain information, the distribution of which is prohibited by the legislation of the Russian Federation, or containing obscene language.

The festival does not accept films that were refused to issue rental certificates on the grounds specified in subclauses "b - g" of clause 18 of the Rules for Issuing, Denying and Withdrawing a Rolling Certificate for a film, approved by the Government of the Russian Federation of 02.02.2016 N 143 "On approval of the Rules for issuing, refusing to issue and revoking the film license for the film and the Rules for the State Register of Films" (Collection of Laws of the Russian Federation 2016, N 10, Art. 1415, N 52, Art. 7677) (hereinafter referred to as the Rules), or films on which rental certificates were revoked on the basis specified in subparagraph "d" of paragraph 20 of the Rules.
The festival accepts films that have not participated in previous PeterKiT festivals.
Duration of the film should not exceed 30 minutes.

In the application, the author must provide:

  • information about the film - country, year of production, title and annotation in Russian and English, 3 frames from the film, trailer, poster;
  • information about the director and film crew, director's photo;
  • dialogue sheets of the film in Russian or English (the form of dialogue sheets is presented in Appendix No. 2);
  • a link to view and download a film for the show that meets the festival’s technical requirements: codec h.264; the resolution is 1920 * 1080; line by line 25 fps (1080p25) or interlaced 50 fps (1080i50), top field first (Field Dominance: Upper or Upper Field First); Quality: the highest; 16 bit sound, 48000Hz, stereo, uncompressed.

For all films in Russian, you must have a start-up movie, informing the age rating of the film (0+; 6+; 12+; 16+; 18+) and warnings about smoking scenes of tobacco products, if any, are present in the film. The total timing of both screensavers should be 3-5 seconds.
In the case of non-presentation of the film and related materials within a specified time or non-compliance of the provided copy of the film with the technical requirements, the Festival Organizing Committee has the right to exclude the film from the competitive program.
The time of showing the selected film and its place in the competition program is determined by the Organizing Committee of the Festival.
Copies of films on digital media, declared to participate in the Festival, are not returned to the authors and are stored in the archives of the Festival.

Terms of participation in the competition scripts

The festival accepts scripts written in Russian, students of educational institutions of culture and art of the Russian Federation, created during the 2018-2019 academic year, in the scenario competition.
From one student to the participation in the Festival, one script of a full-length film and no more than two scenarios of short films can be accepted simultaneously.
Applications for participation are accepted until October 1, 2019 on the basis of the registration form filled in by the author at www.piterkit.ru.
All scripts submitted for participation in the Festival's scenario competition should have a cover page drawn up, including the name of the educational institution, the name of the script, the author’s last and first name, the course, the last name, patronymic of the workshop director.
Scenarios submitted to the competition for the Festival are stored in the Festival archive and can be used in consultation with the author for publication in a collection of student scenarios, and are also provided to the SPbGIKiT Educational Film and Video Center and the MIP Production Center “SPbGIKIT-Debut”.

Personal Information

By sending an application for participation in the Festival’s competition program, the author consents to the processing of his personal data in accordance with the requirements of the Federal Law of July 27, 2006. No. 152-FZ “On Personal Data” specified in the application and in the materials submitted to it by any means (including collection, systematization, accumulation, storage, clarification, use, distribution, depersonalization, blocking, destruction), and confirms that By giving such consent, he acts freely, by his own will, in his own interests. The author guarantees that they have received consent for the processing of personal data from all other persons involved by the author to create a film submitted for the competition and, if necessary, upon the first request of the Organizing Committee of the Festival will be provided to the latter.

Stages of the selection of films

Applications for participation in the competition program of the festival films are accepted from April 30, 2019 to September 15, 2019.
The selection of the competitive program of Russian and international films is carried out by the Selection Commission, formed by the Organizing Committee of the festival.
The organizing committee of the festival forms a competitive program and approves it at the Art Council of SPbGIKiT.
A competitive program with a list of films is published on the website no later than 2 weeks before the festival.
Films included in the competition program will be shown during the festival from 14 to 19 November 2019.
 

Final provisions

The Organizing Committee of the Festival reserves the right to use fragments of films (no more than 3 minutes) in order to advertise the festival.
Responsibility for claims and claims of third parties related to copyright and related rights lies with the claimant of the film in relation to which a dispute has arisen.
The Organizing Committee of the Festival reserves the right to use the winning films to record and release DVDs (or flash drives) for the purpose of advertising the Festival.
The organizing committee of the festival reserves the right to produce and use videos from the festival events on the Internet and in the media in order to popularize the festival.
Participation in the Festival implies unconditional agreement with its Regulations.
